Product regulations


 F-Gas

In order to implement the Kyoto Protocol, The European Union has set up rules on the containment, use, collection and destruction of certain fluorinated greenhouse gases; on the equipment and product labelling, on notifying information about them, on the prohibition to sell to market some products and equipment containing these gases, and also on training and certification of people handling these gases.

This regulation aims to reduce the emissions of certain fluorinated greenhouse gases (HFC, PFC and SF6), whilst improving their containment and record keeping and by establishing market and use restrictions. The regulation should create a reduction of 23 million tonnes of carbon dioxide equivalent emissions up to 2010, and an even more significant reduction after that date.

HFCs are typically used as refrigerants, cleaning solvents and blowing agents. The PFCs are used in the manufacturing of semi-conductors, as cleaning solvents and blowing agents. Sulphur hexafluoride (SF6) is used in high voltage transformers and in magnesium production. The emission forecast for these three gases until 2010 is around 98 million tonnes of carbon dioxide equivalent, this equates to between 2 and 4% of the greenhouse gas emissions planned for this period. These gases are extremely persistent in the atmosphere, which means that their effects last after their emission.

 REACH

The European Union (EU) has modernized European chemical legislation and implemented REACH, an integrated system for the chemical registration, evaluation, authorisation and restriction. The main goal of Reach is to improve the protection of human health and environment whilst maintaining competitiveness and strengthening the innovative European chemicals industry's philosophy. A European Chemicals Agency has also been created, to deal with the REACH day-to-day management requirements.

The European Union (EU) has established REACH, an integrated system for chemicals registration, evaluation, authorization and restriction and created an European Chemicals Agency. REACH requires from producing and importing chemicals firms to evaluate risks resulting from the use of those chemicals and to take the necessary steps to manage any identified risks. Industry has to prove that chemicals produced and sold on the market are safe. The purpose of this regulation is to ensure a high level of protection for environment and human health, whilst strengthening the competitiveness of the chemicals sector and promoting innovation.

 CLP

The European Union (EU) is modifying its classification of chemical substances and mixtures to align with the United Nations Globally Harmonized System (GHS). Under this international system, chemical substances and mixtures are classified according to their hazardous properties, through standard symbols and risk phrases on the packaging labels. The rules introduced by the GHS are integrated in this Regulation which will gradually replace current legislation on classification, labelling and packaging of chemical substances and mixtures.

This Regulation harmonizes requirements concerning classification, labelling and packaging of chemical substances and mixtures in line with the international system approved by the United Nations. This harmonization enhances protection of health and environment, and improves the free circulation of chemical substances and mixtures. Companies must classify, label and pack their substances and mixtures in accordance with the regulation measures before launching them on the market. This regulation amends the directive 67/548/EEC on chemical substances and the directive 1999/45/EC on mixtures the transitonal period ends on June 1st, 2015.

The new pictograms : each hazardous pictogram takes 1/15th of the label surface and its smallest area must represents at least 1 cm².

Waste regulations


 Waste traceability and documentation

Some CREALIS industrial sites are certified to send, collect and/or treat waste, sometimes hazardous substances, mainly liquefied gases packed in pressure containers. As part of these activities, the process is supervised by procedures for waste traceability (Waste Identification Sheet, Prior Acceptance Agreement, and Waste Tracking Document), in accordance with the 2008/98/CE Framework Directive concerning waste and its adoption into national regulations.

Transportation regulations


 Transportation of hazardous substances

CREALIS Logistics and Transport departments are experts in hazardous substances transportation. They are accompanied daily by a transportation security adviser, duly qualified for the organization of shipments in accordance with ADR, IMDG and IATA regulations. CREALIS teams ship hazardous goods (flammable, toxic, corrosive substances and liquefied gases) to all continents.

Maintenance regulations


 Transportable pressure equipment

This directive defines all devices dedicated to production, manufacture, storage or implementation of vapours or compressed, liquefied, dissolved gases, under a pressure greater than the atmospheric one. Due to the nature of substances and blends handled in our plants, CREALIS has developed a real expertise in designing, maintaining and operating with non transportable pressure equipment (storage tanks) and transportable pressure equipment (cylinders, containers, isotanks, etc.). The equipment inventory managed by CREALIS represents more than 500,000 units; we handle periodic requalification of our small transportable pressure equipment (cylinders retesting) according to APAVE certification.
